According to the legislation of Ukraine, only the citizens of Ukraine and foreign citizens who have a permanent residence in Ukraine have the right to get free medical care.
All other foreign nationals are provided with medical care according to the Order set by the Cabinet of Ministers of Ukraine. This order approved the procedure of emergency medical assistance to foreign nationals who are temporarily staying in Ukraine.
According to this procedure, foreign citizens who are temporarily staying in Ukraine, must have an insurance policy (certificate), which guarantees payment of emergency medical care. This police has to be purchased in the State Joint Stock Insurance Company of Ukraine for emergency medical assistance to foreign nationals.
The said insurance policy (certificate) may be bought during the preparation of entry documents or crossing the state border of Ukraine.
The above rule does not apply to members of diplomatic missions and consular institutions of foreign states and their families, members of official delegations arriving at the invitation of President of Ukraine, Cabinet of Ministers of Ukraine, Verkhovna Rada (Parliament) of Ukraine, the Constitutional Court of Ukraine, members of the warship and auxiliary ships persons who got refugee status in Ukraine, and persons who applied for refugee status in Ukraine.
In case if here is an international treaty signed by Ukraine, which sets other rules than the mentioned above, than rules of international treaties of Ukraine have to apply.
For example, citizens of the Azerbaijan Republic, the Republic of Armenia, Belarus, Georgia, Kazakhstan, Kyrgyz Republic, Moldova, Russian Federation, Tajikistan, Turkmenistan, Uzbekistan, Bulgaria, Hungary, Czech Republic, Britain, Mongolia, should not have an insurance policy (certificate), because Ukraine has contracts to provide free emergency medical care with these countries.
Also, specialists in public health protection from China, foreign students, persons who are sent for scientific specialization Korea Democratic Republic and Poland and organized tourist groups from Romania are not obliged to have the said insurance policy.
