If a foreign citizen has an intention to work within a Ukrainian company, this company has to get a work permit to employ him. Even if the foreigner is 100% shareholder of his Ukrainian company and he wants to take the position of director in it.

If you are interested to live permanently (or temporary) in Ukraine, you need a residence permit to stay here and to have the right of multiple entry to Ukraine.
Ukraine residence permit can be obtained by those foreigners who work or study in Ukraine, or married a Ukrainian. If you plan to start a company in Ukraine, this company may serve as your UA employer and it can apply for your work permit. Having got a work permit you can apply for a long term "D" visa and then, for a temporary residence permit. Temporary residence permit in Ukraine has to be renewed every year. In case you have funds of $100 000 or more to invest in your own Ukrainian company, you have the right to get a UA permanent residence permit on the ground of investment. There is no need for you to be physically present in Ukraine to start this process (you can prepare a power of attorney at the country where you reside now). When the work permit is ready, you will need to apply for a "D" visa in Ukrainian Embassy in the country you live now and then you will enter Ukraine on the ground of this visa. Briefly, these grounds are: work in Ukraine, marriage on a Ukrainian, investment of $100 000 in the economy of Ukraine, being a "foreign Ukrainian". Work in Ukraine: According to the rules, only your Ukrainian employer may apply and get a work permit to employ you in Ukraine. If your employer has such a work permit, you can further apply for a "D" long term UA visa and than for a residence permit. A copy of the work permit is provided to Ukrainian Embassy and than to the Immigration service as the legal ground of staying in Ukraine. In this connection, if you are going to work in Ukraine, your employer should apply for a work permit to employ you and, if he gets it, than you would be able to get the residence permit. If you do not have such a local Ukrainian employer yet, or you plan to work in Ukraine as a "self employed", you will not be able to get a work permit in Ukraine. There is a possibility to get a temporary residence permit as a volunteer (we have an experience of getting a work permit for a US volunteer in Ukraine), but you need to find a Ukrainian organization, which has (or wishes to have) the official status of volunteer organization and wants to attract you as its volunteer in Ukraine. If you do not have an employer or a volunteering organization in Ukraine, which may accept you, than you can create your own employer - this would be your own Ukrainian company, which would "employ" you. There is no "obligation" for this company to have any business activity (if you do not plan it). You can use it only for being your employer here for temporary residence purposes. Other alternatives are: Marriage a Ukrainian woman here (you would get initially a temporary residence permit for 2 years) and if the marriage lasts for more than 2 years, you would have the right to get a permanent residence permit. Investment of $100 000 into the economy of Ukraine - you can buy shares of some Ukrainian business or invest in your company (put the money as a Charter Capital) and than spend it for the needs of the company. There are some other (more exotic) ways to get a residence permit, like being a journalist or a spouse of foreign national who works in Ukraine, or being a member of religious mission, or working in the staff of representative company or a foreign bank in Ukraine.
